City of Columbus Energy & Water Benchmarking Exemption Request

The annual deadline to comply with the Columbus Benchmarking Ordinance is June 1. The 2024 reporting cycle will collect whole-building energy and water data for calendar year (1/1/2023 – 12/31/2023). Benchmarking Reports must be submitted via ENERGY STAR Portfolio Manager and approved by June 1.

If your building qualifies for a covered exemption, please complete the following form by selecting the one exemption for which you are applying and submitting the required documentation. Exemption requests will be reviewed by city staff and applicants will be notified of approval or denial.

Exemptions should be submitted prior to the June 1 deadline and are only valid for the selected reporting year; a new exemption request must be submitted each year if the exemption still holds true and the building wishes to remain exempt from benchmarking requirements.

Exemption Options

This Covered Property is requesting an exemption from Benchmarking and Data Transparency requirements for the calendar year to be benchmarked due to the following reason:

The Property did not have a Certificate of Occupancy or temporary Certificate of Occupancy for that full year.

The Property was issued a Demolition Permit during the prior calendar year.

The Property had an average physical occupancy rate of less than 50 percent over that year.

If Benchmarking or Data Transparency would disclose trade secrets as defined by Ohio Revised Code Sections 1333.61 through 1333.69

Buildings primarily used for manufacturing or other industrial purposes for which Benchmarking results would not meaningfully reflect building energy use characteristics due to the intensive use of process energy. “Process energy” refers to energy used in the actual manufacturing, production, or processing of a good, commodity, or other material.

Unable to obtain whole-building data because there are multiple tenants and my utility and/or Columbia Gas will not aggregate whole-building energy data AND have requested consent to obtain data from tenants and they have refused.
